Summers Are Different A Short Summer Front Page Note
The piece laments a quiet summer with few standout items from near and far. It jokes about Channel swimmers, weather warnings, Loch Ness, a Massachusetts farmer sued over a horse incident, water shortages in New York, and a Naples tale of Lucky Luciano. It notes scarce sensational stories and hints at broader economic sting and tax enforcement.

Kramer Conviction Upheld By Federal Court
A Fourth Circuit Appeals Court upheld Andrew A. Kramer’s bank misapplication conviction. The Annapolis Banking and Trust Company former president was sentenced to five months after a three count indictment. The court rejected claims of asset non depletion and lack of fraudulent intent, noting asset depletion in each instance and restitution does not negate wrongdoing. Separately, the House Public Works committee killed legislation to authorize the St Lawrence seaway and power project by a 15 to 12 vote. The report also notes three arrests docketed by city police for loitering and disturbing the peace with nominal bonds posted.
