Former mayor Paul Gordon opposed the purchase but Mayor Jim Grimes approves full funding for Frederick's Maryland Municipal League participation. The city paid $20,710 in membership and $3,865 for registration and lodging, while some attendees paid their own way. Two Frederick women, Helen Vic Burke and Bertha Shafer, recall days as Women’s Army Auxiliary Corps members. Burke’s service spanned the Pacific and front lines, teaching WACs to use gas masks and later tending soldiers’ teeth in field hospitals. She lost her husband in 1945 and kept up morale with Christmas cards from overseas. Shafer joined from Nebraska, leaving home daily to see family, later sharing stories of service.
