Government seeks larger share of national park concessions
Interior Secretary Manuel Lujan said the government should capture a bigger portion of concession revenue as contracts renew. He cited park revenues exceeding 500 million in 1988 with only 12.5 million to the National Park Service and called for higher franchise fees to fund park improvements. He noted Yellowstone as a model with about 22 percent of concession receipts to the government.

With $50 billion approved, about $37 billion used after the 77 resolutions, leaving as little as $7.3 billion in borrowing authority when the new fiscal year starts. Legal caps on short term borrowing could trigger a cash crunch before the full fund is exhausted.

Change in 1990 farm bill defeated in Senate
The Senate rejected a Boschwitz plan 50-37 to amend the 1990 farm bill’s acreage reduction. Boschwitz argued the program limits production and hurts U S competitiveness by idling fertile land, saying production has been forgone and markets handed to Europeans.
