Russian forces begin large scale withdrawal from Warsaw and key Polish fortresses as German troops advance. Reports from Berlin, Posen and Riga indicate German cavalry overruns and rail links seized, with Russian withdrawals expanding toward central and eastern fronts. Newark July 71 Congress man Richard Wayne Parker of New Jersey was committed to a private sanitarium after being declared insane by Dr Ambrose F Dowd resident physician at County Hospital. The commitment followed a disruption at Market Street station and was ordered by Judge Patrick J Dolan in the court of domestic relations with Mrs Eleanor Gordon applying for the commitment. Parker had shown strange behavior and expressed odd political views including demands to go to Washington to confront officials and von Bernstorff.
A dispatch from Sebastopol reports fifty nine Turkish sailing vessels laden with war material for the Caucasus army were destroyed by Russian torpedo boat destroyers. The ships were bound for Trebizond on the Black Sea and their crews were captured.
London dispatch claims Emperor William telegrams that Russians are paralyzed for six months and a western front coup will tremble Europe. Also reports a freight train accident at Dalhart Texas with three deaths, bridge collapse, and wrecked engine and cars. Victims named from Tul amcari New Mexico.
Geot Stevenson, 24, of Wilkes-Barre, drowned at Harveys Lake after entering the water in July. Bed beds of Stevenson were found about twenty minutes later. Doctors attributed death to a heart failure triggered by the drowning incident. The report notes that advertising activity affected business.
Washington July 21 the U S will forward the Wilson drafted reply to Germany regarding submarine warfare against unarmed U S ships. Cabinet backed the note outlining conditions for U S German relations, no ultimatum, to be sent to Berlin after final revisions by Secretary of State Lansing. The note is to reaffirm U S rights under international law and warn of further actions if Germany continues attacks.
