Frederick County charter study sees few applicants

Frederick County forms a nine member charter committee on July 3 with only four applications by July 23. Dawn Hatter says applications are fewer than expected as the panel weighs a switch from a board of commissioners to charter government with an elected or appointed executive and a countywide vote. The Coalition for Charter Government plans to meet July 19 at 7 30 p m in the Francis Scott Key Mall community room to prepare recommendations for appointments.

Payne requests landfill credit for refuse dumping

Howard Payne Construction Co of Monrovia sought credit from Frederick County for $5,414 in landfill fees after an open dump at his Buckingham Hills pit near Buckeystown, Md. 80 and Michaels Mill Road drew repeated waste, appliances and garbage over three months, cost of removal and disposal, and local authorities lacking manpower to police overnight dumping.
