Civil Rights Debate Opens in House Vote Test
Washington July 16 A House debate on civil rights legislation opened with its backers winning the first test vote 151 to 168 to limit debate to two days. The measure seeks to empower the attorney general to file suits over rights violations and ease federal venue for civil rights cases. Proponents say it aligns with Supreme Court rulings against segregation in public schools. Opponents call it a political device and vow delays.
