London reports German forces under Field Marshal von Hindenburg have renewed an offensive on Warsaw from the north after abandoning a southern approach. Berlin says they captured prisoners south of Kolno and occupied Przasnyaz, with Austrians crossing the Dniester in the south. Courland sees German gains as rail advances and river crossings are noted near Koltingani and Urichiskurie, while Russian and Austrian fronts remain active.
London July 17 reports the German submarine U-51 has been sunk in the Black Sea by Russian warships. The claim comes from Varna via the Athens correspondent of the Exchange Telegraph.
Washington officials say Carranza’s civil government in Mexico City and the failure of Villistas and Zapatistas to retake territory bolster U S recognition prospects. Carranza complains he is misunderstood as state department officials note no formal démarche yet. Cabinet may discuss Tuesday as Americans or British aboard a wrecked train near Apizaco are reported. Eleven trains reportedly entered Mexico City on Thursday.
The Italian general staff reports bombardment of Piatzwiese and Landro bridges, partial dismantling of an enemy battery on Reichkofel Plateau, and favorable encounters on Mount Zeillenkapel and Burgstal crest. An infantry detachment seized Falzarego pass summit (6945 feet) and repelled a counter attack with heavy losses to the enemy.
Atlantic Highlands reports Arthur Larue, wanted for an alleged attack on a twelve year old girl in Kennett Square, escaped by sawing through his cell floor with aid from outside. He had been held for extradition to Pennsylvania.
Count von Bernstorff told Secretary Lansing that Germany seeks to settle the submarine warfare dispute through mediation with Britain via the United States. He urged Washington to pursue Berlin's offer, saying Germany desires safe seas during talks while avoiding a rupture in relations. He expected diplomacy, not force, to resolve the crisis.
Commissioner James Foust orders seventy five arrests for violations of the state's pure food and drink laws with twenty five in Philadelphia and the rest in Dauphin York Lancaster and Delaware counties. Charges include sale of adulterated soft drinks and violations by grocers and fruit dealers. A separate report notes two burglaries at Newport and Yer ozcnm, the latter tied to a safety case and a poster incident. A Pottsville raid leads to a white slave case with ten men detained, mostly foreigners, and a twelve year old girl held as prisoner.
