House defeats bid to curb multi year weapons contracts

The House, by 283 to 133, rejected a Government Operations Committee plan to limit the Defense Department’s ability to commit to multiyear weapons purchases. The Armed Services Committee had given the Pentagon broader latitude in writing the authorization bill. The rejected language would have restricted deals to a few contracts approved in advance by Congress. The House also deleted a provision to let the Internal Revenue Service supply home addresses to the Selective Service System for draft registration due to a jurisdictional issue. Hopkins, R-Ky., led a bid to bar Pentagon purchases of foreign made light trucks and administrative vehicles in fiscal 1981, citing auto industry distress, but critics warned of NATO and trade consequences.
