The Sun cited sources saying the case involved Hubble's absence from the court office and focus on real estate ventures. The major frauds unit had begun the inquiry in May 1974 and was halted when Swisher assumed office and removed Gerald D. Glass as head. Glass described the charges as general malfeasance and noted the allegations echoed a Sun article. Hubble was active in Swisher’s mayoral campaign and in Swisher’s 1970s bid for state attorney. The Sun also reported Maryland consumer protection proposes new disclosure rules for auto repairs costing $50 or more, requiring itemized bills and rate explanations by auto shops.
