County Executive Duncan proposes a 430 dollar average credit for about 13 600 households and a living wage bill for contractors and recipients of county subsidies to pay at least 11 per hour with benefits or 1044 without benefits. The plan targets firms with five or more employees and over five thousand dollars in county work. Estimated cost ranges from 43 to 50 million annually.
