Burch Presses Civil Penalties for Campaign Reporting Failures
Maryland Attorney General Francis B. Burch calls the failure to file Campaign Fund Reports shocking and urges civil penalties. He cites a preliminary audit of the 1974 elections showing over 500 delinquent reports, many later filed but many still outstanding, and notes prior actions urging stronger enforcement and clarifications to the Fair Election Practices Act. He recalls past letters and Senate Bill 703 but says civil penalty proposals have not passed.
