Emergency Laborer Ruling Made By Jones
Baltimore reports state employment commissioner Harry C. Jones issued a memo to State Roads Commission personnel warning against using unregistered emergency laborers for county road work. He said complaints show registered workers passed medicals but are idle while others treated as emergencies gain employment without registration. New rules require employment only when registered laborers are unavailable and only for truly emergency work. Noncompliance risks delays or rejection of pay.
