President Carter will not proceed with an oil swap with Japan that would have moved Alaska crude abroad in exchange for Japanese oil, citing difficulty in selling to Americans wary of an energy crisis. Officials weigh bypassing Pump Station No. 3 to move oil across Thompson Pass after Friday blast at Pump Station No. 8. Showers May Ease Drought Across Frederick Area

Hijackers seize Soviet airliner at Helsinki in fuel plea

Two hijackers seized an Aeroflot jet on a 175 mile flight from Petrozavodsk to Leningrad and forced a Helsinki landing. They freed 40 women and children, kept 30 hostages, and demanded refueling to flee toward Stockholm as negotiations continued with Finnish and Soviet officials.
