In Maryland's effort to cut Chesapeake Bay pollutants, Frederick County farmers face major responsibility under the Tributary Strategies. The program targets a 40 percent reduction from 1985 by 2000, focusing on nitrogen and phosphorus from agricultural runoff. The Upper Potomac basin, with 80 percent of farm-sourced nitrogen and 63 percent of phosphorus, leads the push with stream buffers, waste controls, and land retirement options under consideration.
