Shortage of railroad freight cars prompts ICC emergency rules
The Interstate Commerce Commission reported a acute shortage of railroad freight cars across the nation. Emergency rules were issued to relieve the shortage driven by rising rail freight movements of grains and coal and a decline in car orders and repair funding. Government police power may be invoked to enforce the rules, with prosecutions possible for noncompliance. Pat Harold P Suert, 22, of Pasadena, and another serviceman were killed when an Army vehicle overturned at a rifle range near FT Carson, California.
