State Barbers Oppose Tipping and Licensure Reform
A proposed state barbers law would require certificates, set apprenticeship and education rules, and impose penalties. It would extend age and training requirements, mandate a 16 month apprenticeship under supervision, and demand an 8th grade equivalent education for applicants. The law would bar felons and certain disease risks from certification while detailing required barbering subjects and exam standards. Officers and committees were elected, and the association planned meetings in Hagerstown and November in Cumberland for further related legislation.
