Renn Outlines Plans For Builders $9 Million Ballenger District
Frederick County Commissioner A Irvin Renn described a $9 million Ballenger Sanitary District extending from Yellow Springs to Buckeystown. He told 40 developers at a Home Builders Association meeting the project would need 4 million for a pumping station and 2 million more to extend to Yellow Springs, funded by district charges and taxes. The Sanitary Commission would condemn land but not the county, and a New Market comparison noted only 25 percent of assessed valuation could fund sewer and water there.

Frederick city street program explained at Maryland conference
Frederick’s city engineer Robert A. Whiteford will describe the residential street construction plan at the Maryland Asphalt Paving Conference in College Park on February 11. He notes Frederick uses six months of traffic before the final one inch surface to let the bed settle after utilities are placed, reducing cracking and maintenance. The city now builds blacktop streets, which he says are cheaper and stronger than stone-base roads. The event is sponsored by the University of Maryland, the Maryland Municipal League, and the state asphalt industry.
