Maryland suspends new sentencing guidelines amid criticism
Baltimore Circuit Judge Joseph H Kaplan told the House Judiciary Committee that the newly drafted sentencing guidelines were suspended at the request of state attorneys statewide. He said the guidelines were misinterpreted and not more lenient than the old rules, noting some crimes added and sentences raised for child abuse and arson. The guidelines aimed to uniform penalties but offer no mandatory adherence, drawing praise for consistency and sharp criticism from prosecutors and victims groups. The House Republican Caucus plans to codify the old guidelines to prevent court modification. Delegate James Harkins urged tougher penalties to remove violent offenders from streets longer.
