Struggle for Vietnam Peace Faces Viet Cong Confidence
Assessments from reliable sources indicate both the Saigon government and the Viet Cong control about a quarter of Vietnam, with the rest in dispute. Government control is weakest in the northern 1st Army Corps, and districts around Hue, Da Nang, and Chu Lai show limited population impact. Quang Ngai Province fears a Viet Minh influence shift that could enable a base camp for the Viet Cong, though a coup would be fraught with immense risks.
