Advisory Council Proposes Broad Hospital Insurance Plan
The Advisory Council on Social Security urges a government hospital insurance program for all over 65. It outlines 60 days of hospital stay per illness with a shared cost from beneficiaries, full outpatient diagnostic coverage, two days of nursing home care for every day under 60, and home nursing services funded to spur non profit care. Funding would come from a 0.4 percent rise in payroll tax for employed and self employed, plus 15 cents per $100 of covered payroll from the federal government. The plan also recommends paying federal hospital services at full reasonable cost.
