Debating Maryland Parochial School Aid in 1972 Session

The Maryland General Assembly faces a bitter debate over funding parochial schools with state money. Governor Mandel proposes 14 million dollars in subsidies via scholarships to parents, not directly to churches, sparking concerns about constitutionality and church state separation. Cardinal Shehan and educators warn of double taxation and rising private school costs, as enrollment falls from 76,000 to 61,000 since 1964. A constitutional amendment or federal action may be pursued if the plan proceeds, with a likely referendum before 1972.
