Gov Schaefer bids 816 million capital plan despite recession
Annapolis AP Gov Schaefer unveils an 816 million capital construction program for next year, nearly matching last year's 855 million request. Budget aide says bond financing minimizes near term impact and notes a 15 year repayment. Major allocations include 53 million for public school construction and 88 million to buy leased Baltimore area offices. Additional funds target prisons, county jails, and a new marine research center near Baltimore's Inner Harbor.

Schaefer backs gasoline tax hike as alternative to sales tax
Annapolis Governor William Donald Schaefer said he would accept either a per gallon gasoline tax increase or a 5 percent sales tax on motor fuel to replenish the transportation trust fund. He stressed the need for new revenue this year to fund road projects and prevent job losses in construction and related sectors. He also supports the Linowes Commission tax package and hinted at possible abortion parental consent restrictions, while Lt. Gov. Steinberg leads the administration’s tax strategy.
