Barthel outlined four welfare classes and eligibility details, including old age assistance, public assistance for the needy blind, disabled, emotionally unstable, and dependent children. A banquet, future meetings, and notes on a Convocation of Frederick Community College were announced, with discussion of school report cards and plans for Dr Warren Evans to speak on the outside school program.
