Mandel's $3.52 billion budget no tax hike

Gov. Mandel submits a $3.52 billion budget to the Maryland General Assembly with $120 million set aside for a Baltimore area mass transit system. He says the money is contingency, not a decision to build the eight mile first phase from Charles Center to Reisterstown Plaza. The plan anticipates federal aid of $573 million of a $721 million first phase, with possible operation by 1982 if construction begins.
