Treasury Secretary opposes using Marshall Plan funds held here

Treasury Secretary Snyder tells the Senate Foreign Relations Committee that it would be folly to force the 16 Marshall Plan nations to use their dollar holdings in the United States to cover European aid costs. He notes these countries held about 4.8 billion dollars in dollars assets as of June 30 and that much of it is pledged or needed to maintain currency stability and normal trade. He argues aid should include grants and loans, with repayment capacity in dollars, and that private American firms should be encouraged to invest with a five percent program allocation to guarantee dollars in exchange for foreign currencies earned.
