Gasohol support grows under Carter plan
The Carter Administration backs a 3 billion dollar program to replace about 10 percent of unleaded gasoline with gasohol by 1981. It would use surplus grain to boost production sixfold, adding ethanol to gasoline. The plan seeks loans and loan guarantees for distilleries, with no new legislation yet, and notes that grain withheld from the Soviet Union could still be used if needed.

In Pittsburgh a 32 year old pregnant woman Arlene Ware and her two small children were killed during a four hour siege. A self proclaimed Muslim prophet Samuel Andrews held the family hostage and shot himself as police stormed the residence. The mother delivered a baby girl by Caesarean section after four hours of surgery and remained critical. The six month pregnant Ms Ware shouted for help as flames and gunfire forced her escape. The children Kimberly four and Fred one and a half were found dead in the home. Andrews had demanded various bizarre terms including a ship to Iran and a meeting with President Carter.

Proposed prison plan unlikely to solve state crowding
Annapolis AP reports state corrections secretary Kamka cautions that a proposed new medium security prison in Jessup will not reduce overcrowding and may only temporarily raise area population. He urges additional release programs to meet federal deadlines. State panel backs more education aid and tax shifts
A gubernatorial task force urges a $60 million state education aid package, lifting the property tax assessment cap by Beck and anchoring increases to inflation. It also calls for a multimillion dollar transportation funding package, including possible taps of sales tax revenues, while gasoline tax hikes appear unlikely as lawmakers seek alternate funds. The panel notes a $229 million budget surplus and outlines plans to cover $1.4 billion in transit costs over the next decade for Baltimore and D C area systems.
