No More Dust Surfacing Until State Provides Oil
Frederick County roads progress in 1938 hinges on state oil. County Commissioners levy $30,000 for independent work while WPA plans a 7.4 mile farm to market program across Johnsville Simpson's Mills Bread Run to Horner's Hill Annapolis road segments. Projects could employ 140 to 150 workers, with WPA limited to permanent value work. County seeks state oil to preserve oil-sealed surfaces. Allegany County has done similar tar and chip. New York's Wall Street name origin noted.
