Montgomery County environmental chief James C Baker defended the sludge burial method before the county council amid Germantown citizens concerns about coliforms and groundwater. Council members and Don House of the Germantown Citizens Association pressed for more testing while Baker cited lime treatment and soil filtration as safeguards. A four member council committee was formed to probe House's complaints and potential seepage.
