County P and I Reviews Development Trends
County P and I met in executive session Tuesday to discuss development trends and Graton of Game Commission policies. Planning director Larry Jeimen said commission members “did a lot of failing” and all attended a long meeting to address the issues. The commission debated means of recommending water and sewer standards for subdivisions, with proposed changes requiring central water for 25 plus lots and both water and sewer for 40 plus. Planners seek better data on minimum per unit costs while developers and engineers protest the cost in small projects. They also discussed conservation areas to align with conservation goals and efforts to prevent forest clear-cutting. Forester Ken Willets noted a common pattern of clearing whole lots for homes with a single tree planted afterward, and the need to protect watersheds for population centers. The master water plan for Emmitsburg was cited as making watershed preservation imperative. The commission postponed an ordinance change that would limit study approaches on school district capacity, considering using a percentage rather than an absolute figure to avoid undue impact on smaller districts.
