Frederick Memorial Hospital activates its 40 page Disaster Plan when Code 99 is broadcast, halting normal operations. The plan details department roles, triage categories, treatment areas, a control center, information and press centers, and evacuation and bed management, with annual revisions and drills last tested two years prior.
In the Brown Bender hit and run case defense lawyer Edwin Nikirk asked that no evidence violating the attorney client relationship be allowed at the district court trial. State's Attorney Robert Rothenhoefer agreed that such evidence must not violate the relationship. He noted an authorities in support document filed by Nikirk is not part of the motion. The motion seeks to bar evidence from a civil settlement between Bender and James Brown. Nikirk argues the civil settlement was made under denial of liability and cites three reasons to support restricting such evidence, including criminal beyond reasonable doubt standard and Fifth Amendment protections.

Humphrey formally announced his third bid for the presidency calling for reconciliation rebuilding and rebirth He spoke in Philadelphia for the Poor Richard Club detailing his goal to end the Indochina war and noted his plan to enter the April 25 Pennsylvania primary He contrasted his stance with the Nixon administration saying strong leadership is needed to heal the nation and end the war now
Annapolis AP The 1972 Maryland General Assembly session opens with nearly 500 bills and resolutions already in hand. The Legislative Council added about 100 new measures from its between session work as lawmakers review the council report. Highlights include proposals to legalize off track betting, lift the lottery ban, and boost state funding for public schools. Other notable measures would raise indigent hospital cost-sharing by the state, increase pensions for Maryland judges, and create a disaster research development fund to handle oil spill emergencies. A three member arbitration panel failed to reach an agreement on the 1972-73 Frederick County public school teachers contract. Dr. John L. Carnahan said the panel will reconvene later this month to attempt to reconcile differences. The panel includes Jack Groch of the Maryland State Teachers Association, Don Keeffer of the Educational Services Bureau, and Sam Jaffee as neutral negotiator.
