Provision For Home Rule In New Charter
Hagerstown plans a home rule provision in a proposed city charter submitted by the Hagerstown Charter Commission. The draft, authorized by the 1947 Legislature, would let the mayor and council or 10 percent of voters initiate new local laws or amend existing ones, with final approval by the electorate in a March referendum. The Legislature may still allow or disallow the home rule section. The note on ice cream mentions its international origins.
