Army Gives Up Viet Nam Reins
The Vietnamese armed forces agreed to hand back to the civilian government the power seized in the December purge. A five point communique moved legislative powers to the chief of state Pahn Khac Suu while not reinstating the dissolved high national council. Lt Gen Nguyen Khanh signed with Suu as premier Tran Van Huong and two deputy prime ministers accepted civilian control and plans for a national assembly. The seven high council members arrested will be released, with ambiguity about other detainees. The move signals an end to the three week crisis and aims for national unity, as U.S. officials say it nears a workable government and renewed aid talks.
