Self-Help Plan for Dairymen Proposed

A Virginia dairy farmer E M Mike Norton urges Congress to back a self help plan for dairy farmers sponsored by the National Milk Producers Association. The plan would create a Federal Dairy Stabilization Board to borrow up to 500 million dollars for a price stabilization pool and fund it by deductions from dairy checks. The board would set annual stabilization levels and maintain a surplus pool to control consumption channels, aiming to end government financing of farm price supports. Norton, a former Agriculture Department official, predicts other crops may adopt similar plans if successful.
