Maryland tax relief for manure spreading equipment
The 1998 Water Quality Improvement Act creates a tax deduction for Maryland farmers buying poultry or livestock manure spreading equipment. The deduction equals 100 percent of the expense if the farmer meets a nutrient management plan and uses certified equipment on farm land. Eligibility hinges on purchase after 1997 and a three year ownership, with a multi-year carryover if AGI is less than the expense. Contact local soil conservation districts for certification steps.

Environmental groups back amendment to restrain factory farms
Environmental groups rally behind a Senate farm bill amendment to limit federal aid for large scale livestock operations' expansion. The measure would expand eligibility rules for manure control and conservation programs, shifting funds to new or expanding facilities while opponents warn it could hurt mid sized farms and raise costs. Senator Wellstone sponsors the amendment, backed by Senator Harkin, as debate over environmental standards and industry consolidation intensifies.
