Powers Reply to Castro Near Settlement Effort

Berlin notes the joint reply to President Castro’s cautious acceptance of arbitration to the United States ambassador and the British envoy. The move aims to ease the path to a settlement without full arbitration, while preserving all original reservations. A blocking of the canal issue remains tied to Castro’s complete acceptance. Germany rejects claims that financiers block U.S. canal efforts and says its trade interests favor an inter oceanic route and the canal’s swift completion.
