Baltimore Solon Proposes Reapportionment Plan Split From Senate
Del. Alexander Stark of Baltimore City says he will introduce a reapportionment bill focusing on the House of Delegates when the General Assembly convenes later this month. The Legislative Council has a bill for both houses, but Stark wants a standalone House plan to avoid Senate negotiations. He believes the House plan will pass the Supreme Court standard of one man one vote and worries about Senate contention.
