Constitution Should Allow 18 Year Old Votes
President Eisenhower urged a constitutional amendment to grant 18 year olds the vote. He noted the Constitution sets no federal minimum age and that voter qualifications are left to states. Georgia has allowed 18 year olds since 1944, and a nationwide change would need two thirds in Congress and ratification by three fourths of states. He suggested using negative wording like the 19th Amendment model.
