The Navy plans to urge Defense Secretary Dick Cheney to rescue the costly A-12 project by partially subsidizing contractors or buying fewer planes. The recommendation, due to Cheney’s show cause deadline, weighs whether to cancel the $50 billion program. If dropped, critics warn U.S. strategic capabilities would suffer.
