Chicago January 4 The Interstate Commerce Commission will begin Chicago hearings next Tuesday to gather data for President Roosevelt s special message to Congress. The message will cover railway commissions the Interstate Commerce Commission and legislation governing interstate traffic with brief earlier treatment in the annual message. The steamship Walla Walla, sailing from San Francisco to Puget Sound, collided with an iron bark believed to be French off Cape Mendocino.
