Frederick County to study home rule charter option
Frederick County officials consider a home rule charter to shift some power to the county while preserving city autonomy. Judge Samuel W Barrick says a charter could allow municipalities to opt out of county laws. A proposed charter would be sent to commissioners in July with a voter referendum in November. A county executive may be added. A waiver policy for construction fees is also being drafted for Project H O U S E as it aids a burned home on Broadway.
