Khrushchev threatens separate Berlin pact if summit fails
Soviet Premier Khrushchev warned in Jakarta that if the May summit talks do not yield a German settlement the USSR will sign a separate peace treaty with East Germany giving East Berlin control of West Berlin. He said all World War II accords would lapse and West Berlin would become part of East Germany unless a comprehensive German agreement is reached. He opposed a plebiscite to choose unification plans, saying foreign states should not interfere.
