County rejects HRC request for discrimination panel
Frederick County Commissioners rejected a request from the county HRC to create a five member panel to hear discrimination complaints. They warned the three member plan could misrepresent residents and opted to have the full commission hear cases until a new method is devised. The vote was 4-1 with Commissioner Gray supporting the request. The panel would also train for hearings, while a lighting project for Yale Street was also rejected in favor of seeking a petition for a special lighting district to fund lights.

Frederick Mayor Jim Grimes dismissed Darryl Whiten as head of the city Youth Services Center on Burck Street. The Youth Services Commission co chair Terry Bowie and volunteers reassured the public that the center will continue assisting about 600 area youths with tutoring, a computer lab, and guest speakers. Bowie called the firing an unfortunate incident but said the program remains valuable and funded. Grimes declined to explain Whiten’s dismissal.

Maryland Brownfields Bill Advances In House Committee
Maryland moves to offer tax credits and liability protection to developers cleaning up polluted brownfields. The House Environmental Matters Committee endorsed the bill likely for floor debate this week. Delegate Ronald Guns says the plan will attract business and outperform other states. The measure would cover hundreds of sites statewide and differs from Senate proposals that are more restrictive.
