14 Point Plan For Assembly

Annapolis Feb 24 a 14 point list of recommendations for absentee voting legislation adopted by the Council of State Governments will be in Maryland's bill to guarantee service men the opportunity to vote in the November elections Governor O Conor announced tonight. The recommendations were sent to the 48 states for presentation to their legislatures. Under the Council's recommendation every eligible voter absent from their residence who is a member of the armed forces may vote by absentee ballot. In states with registration the council urged registration by service members be waived or done by any federal form. Absentee ballots should be mailed to absent voters if officials know their name and military address and ballots should be available at least 45 days abroad and 30 days domestically before the election. The council also urged ballots provide for state county and local offices. Rubenstein disclosed a proposed Maryland soldier vote bill including registration and extended mail voting times to be introduced at the next special session and sent to Governor O Connor and to Hilary W. Gans for guidance.
