Pauls rises from Frederick assistant planner to planning director after serving as acting chief following Mark Horak's resignation. He says the transition was sink or swim and credits broader exposure to future-focused planning. Frederick advertises for a new assistant planner to handle zoning and future committees.
The Defense Department says proposals for additional training teams are under active consideration as the U S weighs sending more military advisers to El Salvador to train government troops. There are currently 20 advisers, with reports of possibly up to 50 specialists.
AP reports Prince Charles engaged to Lady Diana Spencer, daughter of an earl, with a sapphire and diamond ring. The couple plans a summer wedding likely at Westminster Abbey, after Diana’s Australia trip. Diana grew up beside the royal Sandringham estate where she first met Charles.
The prime rate eased to 18.5 percent at Continental Illinois and other banks as demand for business loans waned. Major banks trimmed rates to 19 percent or left them at 19.5 percent, with economists expecting further cuts. In Tokyo, Pope John Paul urged peace amid Hiroshima memories during Mass before 36,000 attendees.
In Madrid the failed bid to install a dictatorship unraveled as more than 300 deputies and ministers were freed from the Parliament. Lt. Col. Antonio Tejero Molina surrendered after his guard remained inside briefly, and caretaker Premier Adolfo Suarez exited to cheering crowds. King Juan Carlos ordered military action to restore constitutional order.
Frederick County Budget Director Harold Keller delivered a blunt message to the Board of Education during the public hearing on the 1982 budget. The county would trim 1.7 million from the education budget, reducing the proposed 13.7 percent increase to about 10 percent and forcing cuts to many programs while still funding the teachers association contract and certain start up needs for new schools Monocacy Middle Kemptown Elementary and Thomas Johnson Middle.
Frederick County residents faced patchy outages as rivers and streams fell after 1.30 inches of rain. County Roads Engineer Ronald Linton reported all county roads open Tuesday morning though Monocacy River areas may still flood. High water signs remained at Annandale Road west of Emmitsburg and total washouts affected eight to ten roads. The Francis Scott Key Bridge closed due to dense fog and multiple accidents, with at least 15 vehicles involved in five crashes.

President Reagan said the U S response to Brezhnev's summit proposal depends on the Soviet Union arming guerrillas in El Salvador. He stressed discussions with allies and the State Department, and noted willingness to negotiate verifiable strategic nuclear reductions if talks are legitimate.
