Senate panel votes to cut budget not raise taxes

Maryland Senate Budget and Taxation Committee members signaled a plan to trim Gov. Harry Hughes budget by about 9.5 million from Medicaid and up to 22 million overall to avoid cigarette and liquor tax increases.
