Secretary backs budget cuts to juvenile justice plan
Annapolis Juvenile Justice Secretary Bishop Robinson testified before the House Appropriations Committee that he supported roughly 4.3 million in cuts to his department’s proposed budget. Governor Glendening had proposed a 15.9 million increase to 198.5 million, with analysts urging a 4.3 million reduction. Robinson urged restoring about 1 million to fund screening for delinquents and startup costs for the Baltimore City Juvenile Justice Center. The audit had required Youth Services International to return 600,000 after failing to meet contract terms. The Victor Cullen Center population is about 50 or 60 as the state plans to seal the facility by June.
