In Annapolis on Feb 17 the Senate tentatively approved a revised bill to halt state surplus spending for operations. Any year end surplus over 2 million dollars would fund the capital improvement program. A July 1 1956 effective date was added to appease Republicans and align with Gov McKeldin's budget. The bill gained strong support despite earlier changes and awaits final passage.
