Westminster Historic District move nears final approval

State official Rodney Little stressed the district would protect historic properties without restrictive zoning, potentially qualifying owners for federal rehabilitation loans. Mayor LeRoy Conaway said the council could decide at its February meeting, hoping for a favorable view.
