Controversy Over Carroll County School Plans Stirs Board
The Carroll County school board faced criticism and threats of state intervention amid protests over East Middle School renovations and handicap education funding. State lawmakers and Sen. Smelser said split shifts and budget timing complicate plans as administrators reported snowy day policies and delayed appropriations. A two hour tour of Westminster East Middle interrupted the meeting as officials debated funding, legal requirements, and moral questions about handicapped education and resource allocation.
