City approves salary study amid employee concerns
The aldermen backed a salary and benefits study despite disagreements from Administrative Employees Committee members led by Michael Blank. Signature disputes emerged over who the letter represented, with officials including Les Vandever and M Anders noting the letter did not reflect all views. The package includes a flexible savings account, 10 vacation days for new hires, higher life insurance, a voluntary life plan, and a benefits and retirement committee to review plans and disability withdrawals.

Frederick project eyed as model for Carroll Creek growth
Rockville developer Marc Silverman plans a six story downtown Frederick office on Carroll Creek. City aldermen approved the project set for completion by July 2000. The plan includes city funded utilities and improvements costing about $212,000, with the developer covering the rest. Local officials defend the deal as common practice to spur economic activity and densify the creekside master plan with office retail and residential space.
